Whose account it lives in
Normally I hold the domain in my registrar account and manage it for you, with you listed as the registrant, so it's legally yours and you could recover it directly even if you couldn't reach me. If you would rather hold the account yourself, that works too: you keep the login and give me delegated access. Either way the domain is yours and it leaves with you.
A note on email
I manage the DNS records your email depends on, so your mail keeps flowing when the site changes or moves. Standing up brand-new email accounts is separate work, and I am glad to point you in the right direction if you need it.
